Well it all depends on what layers are being flattened by the designer.
It's always preferential to maintain all layers so that alterations to,
for example buttons are quick and easy. It sounds to me like the
designer is flattening the text and this can be a real pain in the arse.
In the end I think designer and developer have to be reasonable with
each other in order to make both their lives easier (and also yours!)

I currently use an freelance designer who comes from a print background
however has recently being doing some designs for online sites/content
for me.=20
He is providing the freelance developers we use with images/graphics etc
in a Photoshop layered PSD format (3 layers apparently) and I am being
told this is causing problems for the developers and that they use/need
anything up to 50 layers ?
He says what he is doing is ok, the developers are saying there
not.........advice please.
I am not technical (ish) and struggling to get my head around this.
