I would just add also that it would not be unreasonable to ask the
developers to write down their requirements for you, so that you can send
that to the designer, as well as be aware of the usual requirements for the
future.
The designer should really fall in line with the developers in this case as
he is the newest link in the chain, and (I assume) you have been happy so
far with the speed and accuracy of the developers before this problem.

I expect that with something like this the designer is not supplying the

text layers as editable version but is instead flattening the layers=20
together...

Having sat on both sides of the fence in the past I'd expect that this=20
is the case... and text in Photoshop which will become a graphic is=20
almost always bound to change and thusly needs to be kept as a text
layer.
