Disclaimer: I've never used 2003. This may not be at all helpful.

I use XP's offline files; I'm able to add new files when offline which are
synced upon reconnection - I just create them in the folder as normal. Maybe
you need to fiddle with the 'Synchronize all offline files...' options in
the Offline Files tab?
