FN-FORUM: Local Targetting

Hi Guys/Gals,
I'm debating whats the best way of targetting local web designers for
hosting? Should I be going for an email type approach, (not wanting to get
accused of spamming) or should I go for a phone call (and should I check
the TPS)? All a little bit confused all in all. Any advice?
