Adwords and the search database are independant of each other. Google serves
you Advwords campaigns based on the keywords you specify.
You can have an Adwords listing without any of your sites pages being listed
on Google.
Google manually check each advert for relevancy to the keywords and
relevancy to the linked page, as well as content, spelling and grammar. But
the page you link to does not have to be owned by you.
