A difficult situation, to be sure, but--at the risk of being
flippant--imagine that same question/statement if another context.

Ridiculous sure, but that is basically what you are saying there.
Perhaps if you gather up all the files onto a CD, post them that along
with the invoice in "full and final settlement". That way they are
paying for what you have done, they have the 'goods', and it is their
call whether they use it or not. Obviously, if you do that, you also
need to note that full copyright remains with you, and they cannot
*use* the files/system until you have been paid.
Obviously, IMNAL, so anything that you end up doing should be after
some legal advice. YMMV, yadda, yadda.
