If anyone was intrigued by this problem, I have now solved it. The
characters were not being translated to %3F's, it's just that %3F's were
being used to display characters it couldn't display proper...

looking at grabbing protools free to learn, however the site states

Done this before few times, all depends on the connection to SMS (text)
network, how are you going to get connect ? What's the planned throughput of
