I've seen something very similar which achieves a very similar effect. I
think it was done by one of the guys behind www.praystation.com , a
project they created for a Nike presentation.

I'm thinking on top of my head how you could accomplish this in Flash.
Using the example image you presented as the basis of my thinking you
will need to create four individual masked movie clips (No. 1) within
another MC of the filmstrip (No.0). Within these (No.1) you'd require
another MC (No.2) containing the images you'd like, positioning each
frame, one after the other, making a 'strip'. No. 2 would have to be
loop 'moved' along the _x position to give the impression of seamless
360 motion. MC No. 0 can then be placed in a MC and also be loop
'moved'. Finally the rate of motion can be governed by the position of
the cursor of the Flash movie.

Ok that is the 'english' breakdown (sort of!); you'll have to translate
all this into Flash action script now! If I remember rightly there is an
interesting tutorial on Flashkit with goes through how to create a 360
panoramic viewer within Flash. From this you'll be able to see how to
'loop move' a MC to create the illusion of seamless rotation. And take
it from there!
