Have you got an Emergency Repair Disk/CD? If so use that to
check/replace the dll.

You don't need apache to run PHP.
You can run it on XP no problem.
Latest version is 4.34 -

I think they essentially do the same thing. I chose Onyx over tinkertool as
MacUser gave it a better rating though I've never used tinkertool so cannot
say firsthand.
