I've been doing a huge number of accessiblility evaluations on sites
recently, and what it basically boils down to is - if you can read and
navigate the site in Lynx, then you're mostly there. Just watch out
for images that convey vital information, javascript based menus/auto
submitting forms, flash navigation and so on. The rest is common
sense; stylesheets that dont used fixed pixel fonts, good contrast
etc.

I seem to recall that the RNIB has some good info, just just have to
search, same with w3.org - you need to have a trawl around a fair bit,
but it's all in there.
