Would recommend you write a script in php/asp etc when you click on the link
it opens up a pop up window and then open and read in the mp3 file data with
the appropriate headers set - this way you can do any db work before the
download start. This will be better than opening a pop up window and then
relying on them explicitly clicking on a link as they can just keep opening
the window and screw up your db figures.

I have a script to spit out pdf files I am sure I could adapt for you - if
you are interested in this drop me an email off list and I can send it over
