Why can't you give the Airport a fixed IP address on the same subnet as the
DHCP range and then exclude it from the DHCP range (or create a DHCP
reservation for it). Or let the Airport do DHCP for everything and do an
exclusion or reservation for the other router. To do this, RTFM.
