Did you set the XP firewall to allow ICMP through? It's much easier to set
up the network manually. I've now got a couple of sp2s on my LAN, with the
firewall on and they are fine.

Just give the other PC the same workgroup name and the same user accounts
and passwords, and set it to use DHCP - make sure there are NO settings in
any of the TCP/IP pages (except DHCP) and make sure TCP/IP is the only
protocol and that Client for MS Networks is the only client. To see the PC
in NN, you need to have file and print sharing enabled.
