Hi Warwick,
Ah, this old problem. If you want to make small graphics for the web or
screen use, you should use the 'Save for Web...' command instead of the
'Save as' command. This will give you more options for quality and
color (US spelling) pallets etc. and of course the handy multiple view
with a your final file size before you save.
Why use this option 'Save for Web...' instead of just 'Save as'? Well
Photoshop is or has been primary a high-res image editor and the 'Save
as' JPEG file should be seen as a Photoshop JPEG because it also
contains in the file loads of code (ICC color profiles etc.) that the
web doesn't need.
Sorry I'm going to stop here, because I could waffle on and on. I
boring myself now.
