JPEG optimizer from xat.com does a good job too and it used to be free
- I haven't looked recently.

Once, when this came up in the past, I tested all these, and got the
best quality/filesize ratio from PS, but maybe you do have to be
something of an 'expert' with the program. Any of them will produce
perfectly good web graphics TBH.
