Stick to dreamweaver generating plain tables based HTML. CSS is too much
pain in the arse for that kind of level and you don't appear to need dynamic
content so no PHP/ASP etc.
Your HTML 4 is fine :)...

Yes the screen has been chosen for built-in quality of sound to go with
the PowerPoint presentations which are ok at 800x600... I didn't think
they'd choose LCD TV's for this!
