Logic:

It doesn't matter which are up and down only how many are.

There are 4 states, which are the number of cups facing up

0 up
1 up
2 up
3 up

Starts with 2 up. You can either choose:

1 of the ups, 1 of the downs in which case you still have 2 up.
2 of the ups in which case you now have 0 up

From 0 up you can only choose 2 of the downs in which case you go back to 2
up. Therefore you can only toggle between 0 up and 2 up. You can never get
to 3 up (the target) or to 1 up either.

The exact same logic applies for the 1 up and 3 up states (you can toggle
between them but never get to 0 up or 2 up) which is the version you see in
the demo.
