He should join MS partner programme (basic level is free) and get advice and
training on OEM licensing and sales.The programme also supplies test copies
of OEM software (with the Action pack - c £250) and tutorials to help you
learn how to do an OEM pre-install like the big boys.

He can buy (trade) OEM copies of XP from one of the authorised resellers
(listed on MS site), either as singles or a three-pack complete with
hologram sticker and activation key.
