Was that law (which you haven't actually cited) passed to put a stop
to mobile phone/plane refueling related mishaps, or to respond to a
perceived problem?

Is restraining someone using a mobile phone while playing pilot
something you're specifically charged with doing? Citizen's Arrests
are only allowable for certain crimes - you sure you wouldn't end up
with someone trying to have you charged with assault?
I'll have to hang around airports more often - pilots sound so rugged
and manly.
