I am running Apache, PHP and MySQL without any problems on XP Home.
Takes a bit of time to get it set up but it works a treat.

If you want to go down the asp/.net microsoft route, I would recommend
XP Pro as that has IIS built in. You can use various other methods on
XP Home, such as the one on the m$ asp site
(http://www.asp.net/webmatrix/) but it's a bit of a pain.
