XP Home doesn't include the IIS web server software that is used for
ASP/ASP.Net testing. You can by all means write ASP and ASP.Net apps
on the machine, but not test it.

Ideally you should go for XP Pro with the IIS web server software which
is also handy for running PHP stuff on as well.
