Yes, with a little fiddling (i.e. he'll have to open the merge document,
select the new CSV file, do the merge, print).

I'd personally go for PDF documents generated on-the-fly from the site, if
you're PHP. He can then click a button and get a PDF with all the letters
ready to print. Can give more details on how to do this if it sounds
interesting.
