You can use RPC over HTTP with Exchange and Outlook 2003 - May take a
little configuration on both server and client machines but is pretty
damn good for remote office workers...

Why not create a class to hold the error code when the webservice fails to
find a match, and set
the class to serializable? It will automatically be converted into xml and
then your vb.net back-end...

I think you can make it tie in with MS Project. I don't know of it
having project management built in, except in a very limited way using
the Task interface.
