Yes, probably, but "plain text" can be in any one of lots of different
character sets (e.g. ISO-8859-1, UTF-8, etc.). If your e-mail client
doesn't do UTF-8, for example, it may well complain if it gets a UTF-8
encoded e-mail.
This message's headers include:
Content-Type: text/plain; format=flowed; delsp=yes; charset=iso-8859-15
So it's encoded using the ISO-8859-15 character set.
