PNG would be fine for the cheap end, css xhtml for the expensive end?

Wouldn't be happy to pay for 4 designs I hated, or I didn't feel met the
spec though.

Sorry, but a PNG would be of little value. I'd need to be sure the
concept could be implemented so I'd be looking for CSS and XHTML.
