If I was going for something like this, I would certainly want to see
several designs as graphics, based on my specification ( perhaps the
option to send a wireframe indicating what will go where on the page or
a sample HTML document showing what content needs to be present ) and
then be able to choose one to have worked up as a standards compliant
and table-free xhtml page and stylesheet.
