They *are* broadly in the same category. I mentioned PHP and MySQL=20
because of your own (a) arguments.

Yes, if you are discussing whether or not to use off-the-shelf packages.

Without copyright, the GPL wouldn't work. It's not an either / or.
JOOI do you actually know of any licence which attempts to make=20
you hand over custom code? (When you are not otherwise=20
distributing it, of course).
