One of these things for which there is no right answer. All that you can say is
that if you code for 800x600 then it should work with most things, those
who use 1024x768 (most Windows PC users), Unix/Linux users often have a higher
screen size (I use 1280x1024) will just have more white/empty space -- but at
least it will be OK even if it doesn't look the best.
If you are a masochist you could write some javascript that grabs the resolution
and puts it into a hidden field on a form and serve up something approprite.
I don't know how many browsers window objects support outerHeight/outerWidth ...
