FN-FORUM: inland revenue and NI contributions help please!

Some how i have managed to get myself in a right pickle!
First i registered late so i got a fine for =A391.50 then because i was =20=
told to register as self employed even though i am also fully =20
employed by a company in the day time i now have to pay NI class 2 =20
contributions but my earnings are small so they have granted me a =20
small earning certificate. There is a 4 month period before the start =20=
date of the certificate for which they would like payment of class 2 =20
contributions. In my last letter they have stated i do not need to =20
pay for this as they can see i have small earning but in the same =20
sentence say my benefits and entitlements will be affected such as my =20=
pension. In the same letter they have said that i may be entitled to =20
a refund that is =A391.50, the same as the fine they gave me in the =20
first place so i imagine they are refunding that to me due to small =20
earning certificate but i am in no way sure of that.
Q1. Why do i need to be self employed when i only do a few jobs a =20
year if some one asks me too and i do not actively look for jobs?
Q2. If i have a certificate of small earnings should i be making a =20
voluntary contribution of NI class 2?
Q3. Is anyone els having this problem?
Surely there is an easier way of doing a few jobs a year as i pay NI =20
in my full time employment already so all i want to do is pay the tax =20=
i owe on the few jobs i do?
