First off it flickers - that's a fail.
Secondly I can't access the links without the mouse - so that's a fail.
Ask yourself why you need to have it scroll in the first place?
Accessibility shouldn't be squeezed into a design as an afterthought
it should be there from the start.
(you need it to scroll to fit within the fixed height design?)
