Doesnt matter how i pass them through, its actually being put through
an output buffer, but even if i just echo the characters they get
mucked up, same even if they're in a plain file with and i just
include it.

The input is those characters and the output is just a bunch of question ma=
rks.

Currently looking into the mbstring functions, hopefully that'll get
me somewhere.
