Thank you all for your input into this question.

I have been on a 3.5 hour phone call with MS Support today and it's still
not fixed, first issue was related to MSDTC service not working. Once we got
through a total service and security audits, and installs / reinstalls we
got ASP classic working. Now we find that ASPX is not working, and according
to MS is most likely due to Vstudio Net 2003, as is seems to something that
the MSDN team know about. So hopefully tomorrow, they will fix ASP Net. Now
on top I have an Apache service error. Also discovered that MS Windows
Defender totally screws your security settings, so we uninstalled that as
well.

I am sure tomorrow you bring more to this saga.... To be continued..

If you've also downloaded the latest scripting engine and it still doesn't
work, try changing the default language to another one (say JScript), stop
and start service, then change it back again. (see
http://discuss.joelonsoftware.com/default.asp?joel.3.220484.2) Also try
setting the NTFS permissions on the virtual directory again - very
carefully with reference to the MS article on IIS permissions, which I don't
have handy. But see

FP server extns mess with your permissions.

Also check
HKLM\SYSTEM\CurrentControlSet\Services\W3SVC\ASP\LanguageEngines\LanguageNam
e for any weirdness. (see also
http://www.dacor.net/ASPDocs/guide/asgreg.htm)

You might have to give IUSR read permissions to HKCR\classes. You can run
regmon and filemon from sysinternals to see what key or file it is failing
on.
