You can pass MCP without reading a book as long as you *really* know your
stuff and have read the reskit etc (which you would have done in order to
really know your stuff). I have done this several times. I did get a book
for the Small Business Specialist one, which I haven't taken yet, as it has
sales stuff in it - not just techie stuff - that book cost less than $50 -
not exactly stupendously expensive.
Not much use for developers though.
