I had this problem too but it was in .net 2.0. Are you sure it's not a
browser issue?

I have a site running on Windows Server 2003, asp:panel tags are
rendered as divs as expected. However, the same site on IIS under XP,
asp:panel tags are rendered as tables!

Both are running under ASP.NET version 1.1.4322

Anyone have any idea why this would be happening? The only difference
is the OS, and they are both running under the same version of ASP.NET.

Any pointers would be greatly appreciated!
