My offer would have been either pay what's due, or lose the site. They must
have budgeted for the site, and it's not your problem if they spent it.
Have you kept all the documentation & emails? If you have an email where
they have agreed to the amount you *might* have a case. (I am not a lawyer
etc...)

It's a blip, irritating but these things happen I guess, we had an agreement
- but then they claim financial difficulty and try to make an offer ... It's

Surely the price is agreed up front? If that's the case & you're having
problems, I'd suggest getting a contract drawn up or at least an NSR.
