I suspect your ISP has cached an incomplete copy of that page, which is

which ISP are you using btw.
FWIW you are not getting no CSS, you're getting *some* CSS so your ISP
or your cache or your machine are to blame.
what antivirus/firewall are you using? (my guess: norton AV!)
(or maybe a weird CSS eating virus?)
