I've used basecamp and its OSS clone ActiveCollab.

the big problem is getting clients to stop emailing requests and
actually go online and enter them into your system.

you might be better off looking into a trouble ticket system that will
handle email (although I haven't found one of those that I like yet
either! - mantis comes close cos it's highly configurable)
