windows sound recorder will do it just fine, albeit in .wav format with few options.
to record whats playing through the soundcard go to volume control, then click options -> properties and select the radio button to adjust volume for recording (should be for playback by default). Click 'OK' and you'll see the volume control panel changes slightly. Where the 'mute' check boxes were under the sliders you'll see 'select' check boxes. Look for the slider titled 'wave out mix' and tick its checkbox. Hit record on windows sound recorder and play whatever it is you want to record... jobs a good 'un
if you want something a bit more full featured have a look at audacity (http://audacity.sourceforge.net/) although I think you need the LAME encoders installed to save mp3's
