GPOs need a reboot too, unless someone walks round typing gpupdate /force.
Sometimes more than one in XP. Why not remove the keycap from the keyboards
and replace it with a flat piece of plastic?
You could write a small app and run it in logon script

You might be able to use remapkey from the reskit to map print screen (and
all its combinations) to another key.
There are 3rd party utilities that say they do this. Worth looking at and
testing.
I think this is a management problem, not a technical one. Make it a
sackable offence in the acceptable use of IT policy.

Client I'm currently working at needs the ability (company wide but
based on A/D policy) to be able to disable from a specified application;
Using Print Screen (either the whole screen / desktop or just those
windows of a specific application)
Using Copy & Paste to paste a captured window into (say) Word and print
it from there
We know there's a registry hack to I think redirect the printscreen key
to not capture but it requires a reboot between changes and the PCs are
often used by multiple users.
The actual specific software concerned enables / disables printing from
within it by user logon, it's the "external" stuff that they want to
stop as well.
Obviously we know that (a) you can just write down the information and
(b) you can take a screen shot using a camera phone (quality is pretty
good we've tried), but they'd like to at least shut down the obvious
stuff.
