What do they want to tie down? PowerPoint doesn't use style sheets, just
templates.

If it's formatting - remove templates that shouldn't be used from the user
templates location and set workgroup templates location to wherever
(read-only) their templates are stored.

Remove standard toolbars with VBA and replace with custom ones that don't
allow manual formatting or access to slide masters. Make sure templates are
well-designed and easy to use - not like a company I train for...and provide
end-user training and documentation. Get the final output proofread by
someone who can write English (or whatever language they are using)

There are other programs for producing slide shows, but the issues would be
the same, I should think.

If they are using PowerPoint for something other than slide shows, get them
to buy the correct tool for the job.
