ActiveCollab is your friend here: it is a free (at the moment) clone
of BaseCamp. It is pretty close in functionality, having most of what
is in BaseCamp, and also features tagging, though it doesn't have
Writeboards.

I use it as one of the one-click installs on Dreamhost, but you can
download it and install it wherever you can run PHP/MySQL.
