Are the sites on the same server - if they are they could read the
updates from the same database.

Failing that and assuming you are using MS technologies you could
create a webservice on the first site for the changable conetent to be
consumed by the second site.

Or along a similar vein you could publish the updates as an RSS feed
and then consume that on the second server.
