If you mean "resize a marquee image" - then
press m for marquee, and select an area
press v
move/scale/rotate the area (once you've clicked on the border, or
transformed it once, you can right-click it for Distort, Perspective
etc)
although I'd use a new layer - with the selection active press Ctrl-J
to float it to a new layer then transform from there, that way you're
being non-destructive.
