Yeah that's right, I want to transform the marquee and not the thing that's
selected.

The equivalent of Select->Transform Selection in the menu. Anne-Marie's
link had a shortcut for it but it didn't do the same thing.

'Ctrl + T' does 'transform', 'transform selection' is the same idea but
applied to the boundrys of the selection marquee. Adjusting the selection
area as opposed to adjusting the selected area of the image.
