its a hell of alot easier to modify a htaccess file to optimise your
URL's for SE spiders than it is to rename a whole load of files, change
links etc etc.

What you need is global load balancing to work well.
DNS simply doesn't work due to differing browsers/os/ISP caching issues.

Surely the best way to reduce downtime if you're suffering with 1and1 is to
move somewhere else? I can recommend Gyron Internet (gyron.net) who sent me

Yes, but dns failover is 'proper' failover - 'proper' failover isn't cheap.
