I know it is not what you are asking but be careful about blocking Ips just
because they have heavy traffic, they could be proxy servers on services
like NTL, AOL etc. or in some countries where whole towns can share an IP.
Furthermore genuine malicious users will quickly bypass an IP block.
Therefore you can hurt genuine traffic without helping with the original
issue.
