Failed beause they are wrong. It fails to understand what motivates people.
The Marxist ideal of ''from each according to their ability, to each according
to his needs'' would be great, except that it doesn't work because people are
greedy and lazy; they want the most for themselves with as little effort as
possible - hopefully by other people paying for them.
Since that doesn't work, what other ways of ensuring the best for all are
there ? Encouraging people to work hard and keep as much for themselves seems
the fairest; if someone can't be bothered - then they must accept a poor life
style.
The thing that many people find hard to accept about this is that: some (other)
people are naturally gifted (and so earn more); or some people are lucky (and
so earn more). In either case it is envy that someone can, with apparently
little work, earn much more than themselves. Very often those who earn a lot
also work very hard: this is often not seen or ignored.
We should encourage aspiration to the maximum, rather than cap everyone to the
attainment levels of the lowest.
