creation from what, and to what level?

simple documents can be produced and exported as pdf's using Open Office.

There are many, many "print to PDF" options that will act a s virtual
printer and whatvere you can print, can become a pdf.

then there are the server based libraries...

a little more on what you're trying to do would help witha more specific
answer.
