FN-FORUM: Project finished?

I've finished a site for a client this week, but the site is lacking content
because she hasn't written it yet.
The site uses a CMS, so she can add the content herself, but she won't
accept the site is finished until all the content is on there.

Do you think it's reasonable of her to expect me to wait until she's written
content for payment? Am I just being impatient?
