No you're not being impatient.
However, it all depends on the original agreement.
I think she's probably nervous that if she pays you, you'll do a runner
and leave her without any help whilst she's adding the content in.
If I were you I'd tell her that your work is done, but you understand
her concerns and as a gesture of goodwill you'll accept 50% of the
payment now and the other 50% once she's put all her content in (in case
she needs any help or advice doing so). That way she'll know you won't
do a runner,and you'll help all you can in order for the site to be
finished and get the remaining balance.
I've done this many times, and it seems to work well.
